Germany occupied Luxembourg in 1940, then annexed it into Germany. An interesting fact about this banknote is that the top stamp has the German Spelling ((Luxemburg)), while the bottom banknote has the French spelling, ((Luxembourg)). It seems as if the Mark and the Franc were interchangeable. Other than this banknote, I've never seen another one which was similar.
